Program Management Business Specialist
General Summary: This role will ensure that assigned project-based programs adhere to established contract terms, schedules, specifications, and budgets. The selected individual will be required to work a hybrid schedule.
Essential Job Functions:
- Coordinates the operation of departments to confirm that assigned programs are completed according to contract terms, specifications, budgets, and timelines.
- Takes proactive steps to minimize delays in delivery.
- Regularly communicates with customers/clients to arrange meetings, confirm program schedules, and discuss any program problems.
- Ensures that customers and/or clients are regularly informed of the status of the program.
- Regularly communicates with management regarding the programs status and any problems or potential problems.
- Forecasts potential schedule delays and develops alternate plans.
- Performs other related duties as assigned.
- Software requirements management oversight for a highly visible Federal customer.
- Responsible for managing business requirements, reporting on customized application developments to the government customer.
- Work with Product Owners, Liaisons, and business analysts to develop high level business requirements (epics) to breakdown into Features. Work with Business Owners to understand the value of requirements and prioritize them into the Program backlog using online repository.
- Responsible as a content authority for the Program Backlog, its prioritization and scope changes.
- Responsible for identifying customer needs, prioritizing features, guiding the work through the program.
- Align product delivery with Agile Release Train and cross-coordinate with other Product Managers.
- Perform continuous exploration to understand what customers need and want, using these insights to inform the vision and roadmap
- Work in Scaled Agile Framework (SAFe) environment and facilitates and presents at Program Increment Planning, SAFe events such as Business Requirements Sync, Business Release Sync (BRS), Feature HandDown (FHD), Post Implementation Review (PIR).
- Prepare Status Briefings for leadership to include but not limited to weekly, biweekly, monthly, quarterly.
- Support client and stakeholders calls by providing accurate and timely responses.
- Take initiative and assume a leadership role for your assigned product which includes research of industry norms and technologies, and practices.
- Foster collaboration and open communication between team members regarding technical issues, process improvements, and in addressing and escalating project risks and issues
Education Requirement: Bachelor's degree in related field. Current PMP certification.
Experience Requirement:
Minimum seven (7) years of related experience.

- At least five (5) years of experience working in Agile software development projects as Project Manager, Product Manager, Product Owner, Sr. Business Analyst.
- Strong technical writing and presentation skills to present in meetings with large number of attendees
- Strong analytical skills
- Experience working with dispersed teams across different time zones, and using online communication tools such as Skype, WebEx or similar
- Strong experience in MS office (Excel, Word, Power Point, Project)
- Experience working within Agile framework
- Experience using requirements repository such as JIRA, GIT, or other such online repositories
- Existing public trust clearance with TSA is highly desirable.
Other Requirement(s): This position requires U.S. Citizenship and the ability to obtain and maintain a government public trust level security clearance. Performance Requirements:

- Ability to establish and maintain effective and positive working relationships with all staff and visitors.
Mental/Physical Requirements: Manual dexterity for office machine operation; stooping, bending to handle files and supplies, mobility to complete errands or deliveries. Must be able to remain in stationary position for extended periods of time. Stress can be triggered by multiple demands and deadlines.
