Senior Financial Management Specialist/Cost Estimator
General Summary: This role shall serve as a subject matter expert and provide Financial Management and Cost Estimating Support. This is a hybrid schedule position, must be flexible to come into the office.
Essential Job Functions:
- Estimates the cost of new and proposed products and services in the assigned departments, areas, or projects.
- Analyzes changes to the products and services provided.
- Gathers accounting documentation such as financial statements and journal entries.
- Provides detailed reports that will include breakdowns of project costs and forecasts of remaining costs.
- Documents data and statistical procedures used in conducting cost analysis.
- Assists in preparation of the annual budget to determine standard costs.
- Perform acquisition program lifecycle cost modeling and cost estimating activities in accordance with the Government Accountability Office (GAO) principles for cost estimating.
- Develop, maintain, update, and deliver lifecycle cost models, Rough Order of Magnitude (ROM) Cost Estimates, Cost Estimating Baseline Documents (CEBDs), Life Cycle Cost Estimates (LCCEs), Independent Government Cost Estimates (IGCEs), pricing models, and other related artifacts (as required by Client directives, regulations, Standard Operating Procedures (SOPs), etc.).
- Serve as a subject matter expert in Planning, Programming, Budgeting, and Execution (PPBE) and Capital Planning and Investment Control (CPIC) policies, processes, procedures, and requirements.
- Develop, maintain, update, and deliver Resource Allocation Plans (RAPs), annual Spend Plans, Capital Investment Plans (CIPs), OMB-300 Business Case documentation, and other related analytical products (as required by Client directives, regulations, Standard Operating Procedures (SOPs), etc.).
- Other related duties as assigned.
Education Requirement: Master’s degree with 10+ years of experience, or Bachelor’s degree with 15+ years of experience.
Experience Requirement: Minimum ten (10) years demonstrated knowledge and experience in financial management and cost estimating.
Other Requirement(s): This position requires U.S. Citizenship and the ability to obtain and maintain a Government public trust level security clearance.

- Proficient with accounting software.
- Proficient in Microsoft Office Suite or similar software.
- Proficient in the CPIC lifecycle.
- Excellent written and oral communication skills.
